Do you ever seal whirleybird flashing on the bottom?

Nope.
You also need the top to be as close to level as possible, they work better and the bearings don’t get destroyed.

No. And am I missing something or did they rotate the turbine 90 degrees?

Just the way pic looks. Base and turbine r level

No putting all that gunk at the bottom offers 0 benefit.

If anything it will trap water in the roof of it does get in.
